To Whom It May Concern,

For the last three years Bovis Lend Lease has been engaged by BP Products North America, Inc. to manage an unprecedented retail construction program. Our stretch targets on cost of ownership and speed of delivery would have remained just that, without dedicated, world-class partners, such as Frey-Moss Structures.

They have repeatedly proven themselves ready, willing, and able to aggressively tackle any challenge presented to them. For over two years, Frey-Moss Structures has remained BP’s preferred modular building provider and has recently garnered similar status for BP canopies.

In February of 2002, I had the pleasure of awarding BP’s 2002 Supplier of the Year Award to Frey-Moss Structures. The following was our internal press release describing the award.

Each year the Global Alliance presents an award to the supplier that best exemplifies our commitment to HSSE, Cost Savings, Quality, Program delivery, and Support. The recipient of this award is selected objectively, through a rigorous scorecard, with input solicited from our Design, Procurement, and Project Management Teams. On behalf of last year's Supplier of the Year, Dresser-Wayne Industries, Fred Morgenthaler reflected that, "Receiving the supplier of the year award was both recognition and a reward for a lot of people at Wayne who worked very hard on the dispenser project. Since our continuing overall goal is to exceed customer expectations, it was gratifying to know that our effort was recognized. We expect to improve on our performance level, continue to build on our relationship with the Alliance and hope to capture the award again in the future."

At the 2002 Global Alliance Supplier's Conference in Playa del Carmen, Mexico, I had the honor of presenting this year's Supplier of the Year Award to Frey-Moss Structures of Conyers, Georgia, currently supplying modular buildings for a significant portion of the US BP Connect Program. Specifically, Frey-Moss was selected for their pro-active, open-book approach to cost reduction and their unquestioned commitment to BP's Build Program. Additionally, Frey-Moss has maintained an exemplary HSSE record, has consistently delivered a quality product, and maintains excellent communication through the entire phase of each project. Upon receipt of the award, Jim Furis (Vice President of Sales, Frey-Moss Structures) stated, "I was surprised because we were a brand new supplier and were competing with a lot of big, established companies with lots of BP/GA experience. I was of course flattered, both personally and professionally, that you guys thought enough of our efforts to build our relationship by awarding us Supplier of the Year. For 2002 and forward, the award will engender in Frey-Moss a feeling that our relationship with the GA is unique and will only get stronger. The feeling of going the extra distance for the GA will spread wider throughout the company as a result."

I recommend a relationship with Frey-Moss Structures without reserve and welcome any inquiries you may have as to their performance.

Sincerely,

Larry Wigger
